This disparity underscores the urgent need for a strategic policy, implemented through municipal authorities leadership.

From 2000 to 2020, Mexico invested $188 B in R&D.

Expensive and Ineffective Innovation Policy in LATAM​​​
From 2000 to 2020, Mexico, Chile, Argentina, Brazil, and Colombia,
invested a total of $330 B in R&D.

Mexico and Latin American innovation policy has left the region in the worst of both worlds—neither bold enough to generate genuine technological breakthroughs,
nor modest enough to be excused for its lack of results.
On one hand, public R&D spending was never organized under a coherent, strategic vision aimed at delivering high-impact technologies. On the other, the resources devoted were far from trivial: averaging around 0.5% of GDP for this period: a substantial amount of public money—yet the region has virtually no domestically created, internationally competitive technology to show for it.
​No Mexican or Latin American company appears in the top 100 semiconductor, biotech, AI, or advanced software platforms globally.
That is an extraordinarily poor return on investment that has left a poor Innovation results and growth among LATAM firms.
